Nothing to say you cant build that car here, you just cant bring that car in this country if it is already modded like that - which is the issue.
If you can prove that car was bought in the country like that, in that exact condition under the current laws, then you better put the O.P onto the owner - otherwise that entire car is irrelevant to this thread.

Yeah just had a quick look on carsales.com and it was the first car to come up registered in QLD.

Definitely - buy local or even better build it yourself.
Surely for the dollars we're talking about, something awesome could be built or bought right here in our own back yard.
Exactly mate to many stories of people buyin cars without looking at them properly before handing over big $$$$'s

"The new set-up goes like this: modified vehicles originally manufactured prior to 1 January 1989 can only be imported if the owner can demonstrate that any modifications were completed to prior that date. Import approvals will only be granted after the Dol (Department of infrastructure) is satisfied that modifications were carried out before 01/01/89. And it seems 'modified' means something as minor as a paint job or wider than standard wheels.
Furthermore, modified vehicles manufactured prior to 01/01/89 cannot be imported if the modifications were completed after the 01/01/89, or if the owner can't demonstrate to the satisfaction of the Dol that they were completed prior to that date. The date of manufacture will be reset as the date the modifications were completed; if that date is after 01/01/89 the application will be rejected. Simple as that."

"Approval assessment means that the level and date of the modifications are judged by a Dol staff member, whose qualifications are not outlined, based on:
1. A copy of the vehicle purchase document.
2. A clear picture of the vehicle.
3. A complete list of modifications and evidence of when the modifications
were completed."
